Background and Analysis:
Applications for capital funding under WDOE's 2014 Water Pollution Control Revolving Fund and the Centennial Clean Water Program are due November 2, 2012. The  requested grant/loan amount will be between $600,000 - $650,000.
City Storm and Surface Water Utility staff propose submitting an application to retrofit State Avenue between Plum Street and Central Street for water quality treatment. Runoff from State Avenue currently receives no stormwater treatment.  The proposed treatment technology uses a combination of landscape vegetation and small underground filters to remove stormwater pollutants. Design and construction work would be coordinated with planned State Avenue street improvements in 2014.
The proposed project builds upon ongoing work to retrofit stormwater systems in East Olympia with water quality treatment. Currently-funded projects include the Pacific Avenue Stormwater Treatment Facility and the City Maintenance Center Stormwater Retrofit. These projects are under design.
In the long-term, water quality treatment will be implemented for the remainder of State Avenue and 4th Avenue from Plum Street to the top of the Eastside hill.

Financial Impact:
None at this time. WDOE will determine whether applications are appropriate for grant and/or loan funding. The City's requested grant/loan amount will be between $600,000 - $650,000. If the City application is supported by WDOE, City Council will consider the proposed funding package in mid- to late-2013.
