Background and Analysis:

In 2024, the City applied for a grant for the Martin Way Pedestrian Safety Improvements Project. This project will install pedestrian crossing improvements, rectangular rapid flashing beacons, median refuge islands, in-lane bus stop with separated bike lanes, shortened right turn pocket, and median barriers along Martin Way from Chehalis Western Trail to Sleater-Kinney Road. In October 2024, the Washington State Department of Transportation (WSDOT) awarded the City a Federal Highways Administration (FHWA) Highway Safety Improvement Program grant of $1,182,000.

 

In order to begin construction in 2026, the City needs to approve and execute the federal grant documents to obligate the funds for the design phase of the project. The grant includes $114,000 for design of the project and $1,068,000 for construction. Olympia’s Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $350,000 shall be presented to the City Council for approval prior to execution by the City Manager. This action will authorize the City Manager to obligate the design funds and the subsequent construction funds once the project is ready to be constructed.

Completion of this project will improve pedestrian and bike safety on Martin Way west of Sleater-Kinney Road.

 

Financial Impact:

The Martin Way Pedestrian Safety Improvements Project is funded as follows:

Federal Grant $1,182,000

Local Match - Transportation Benefit District Sales Tax Funds $455,000

Total Project Cost $1,637,000

 

Options:

1.                     Move to approve a Resolution authorizing acceptance of Federal grant funds for the Martin Way Pedestrian Safety Improvements Project.

2.                     Direct staff to make modifications to the proposed Resolution. The project will proceed as planned.

3.                     Do not approve the proposed Resolution. The City will not proceed with the project and do not accept the grant funds.
