Background and Analysis:

The City’s Street Operations Program, part of Public Works Transportation, has arranged to purchase salt brine from Thurston County Public Works. During snow and ice events, salt brine is applied to our roads to prevent snow and ice adhesion to pavement.

Without the ability to make our own salt brine and no local vendors who can supply it, Thurston County is our best option for acquiring salt brine each year.

Climate Analysis:

Our response to snow and ice weather events includes plowing and de-icing. Our response procedures prioritize lifeline routes, which serve medical facilities, transit, and fire stations. This operation provides mobility and safety for essential travel, including support for transit services. Facilitating transit use is important for reducing greenhouse gas emissions.

Equity Analysis:

Our response to snow and ice weather events prioritizes lifeline routes, which serve medical facilities, transit, and fire stations. During these weather events we prioritize emergency response and transit services, as well as keeping our largest streets clear for travel. Our operation serves the greatest number of people who need to travel for essential reasons and serves those dependent on transit for mobility.

Neighborhood/Community Interests (if known):

Salt brine application to our roads is an essential part of our response to snow and ice events. The City’s response to these critical weather events affects the safety and mobility of our entire community.

Financial Impact:

Funding for salt brine, approximately $10,000 is identified in the Operations Budget for the Street Operations Program. The General Fund is the revenue used to fund this program’s material costs.

Options:

1.                     Approve the Resolution authorizing an Interlocal Agreement with Thurston County for Anti-Icing Salt Brine. This will allow the Streets Operations Program to continue to serve the community by applying salt brine to our streets during snow and ice events.

2.                     Do not approve the Resolution authorizing an Interlocal Agreement with Thurston County for salt brine. The Street Operations Program will need to find another source for salt brine.

3.                     Take other action.
