Committee Recommendation:
The Parks and Recreation Advisory Committee and Arts Commission recommend approval of the Draft 2022-2028 Parks, Arts and Recreation Plan.
City Manager Recommendation:
Hold a public hearing on the Draft 2022-2028 Parks, Arts and Recreation Plan and once the hearing is complete move to approve the plan.

Background and Analysis:
Every six years Olympia Parks, Arts and Recreation Department updates the Parks, Arts and Recreation Plan. The plan provides important guidance for the Department and must be adopted by March 1, 2022, in order to maintain eligibility for State parks and recreation grants.
Plan development has been underway for two years and is fully detailed in Chapter 4. Engage Olympia has played a key role in engaging with residents during the pandemic. In addition to limited in-person opportunities, meetings with advisory committees and the coalition of neighborhood associations have helped shape the plan. In April 2021, staff presented to Council the results of the Parks, Arts & Recreation Needs Assessment (random sample survey), which have also informed the plan update.
This plan update has focused on incorporating goals and policies related to the Department’s equity, inclusion and belonging initiative and climate mitigation and resiliency. These two areas are critically important initiatives for the Department over the next six years and beyond.
A State Environmental Policy Act (SEPA) Determination of Non-significance (DNS) was issued on the plan.
Neighborhood/Community Interests (if known):
The public provided input on plan development throughout 2020 and 2021 via a variety of outreach methods, which are detailed in Chapter 4.
Options:
1. Hold a public hearing and move to approve the Draft 2022-2028 Parks, Arts and Recreation Plan as written.
2. Hold a public hearing and provide feedback to staff on the Draft 2022-2028 Parks, Arts and Recreation Plan and approve the plan with proposed amendments.
3. Hold a public hearing and do not approve the Draft 2022-2028 Parks, Arts and Recreation Plan.
Financial Impact:
The Capital Investment Strategy in Chapter 7 of the 2022-2028 Parks, Arts and Recreation Plan forecasts park investments out through the year 2041, but projects from 2028 through 2041 are conceptual. Of critical importance is the role the Capital Investment Strategy serves in guiding the annual Capital Facilities Plan, which in turn, becomes Olympia Parks, Arts and Recreation Department’s annual capital budget.
