Background and Analysis:

The 2025 - 2026 UAC work plan covers meetings from April 2025 to March 2026. Utility staff and the UAC members develop the draft UAC work plan with input from the Finance Committee, which is the UAC’s liaison committee. The Council Finance Committee is the liaison to the UAC.

The UAC work plan will consist of both typical annual tasks, utility related briefings and policy and will have some space for UAC initiated topics. Initial items to be included are listed below:

                     Utility Rates, Budget and Fees

                     Utility Rate Assistance Programs

Municipal Stormwater Permit Reporting and Updates

                     Capital Facilities Plan

                     Affordable Housing Infrastructure Support

                     Waste ReSources Facility Update

                     Water System Seismic Upgrades

                     Semi Annual Finance Updates

During the February 6th UAC meeting, staff will review the draft work plan items and discuss any other items that interest the UAC. Staff is proposing 8 meetings between April 2025 and March 2026 in the same schedule as the last work plan year.

Next Steps:

Staff and UAC members will finalize the 2025-2026 work plan and recommend approval at the March 6, 2025 UAC meeting. Staff will then forward it to the Community Livability and Public Safety Council Committee, with Council adoption in late March.

Climate Analysis:

The UAC work plan development does not have any direct impact on climate mitigation. Topics that may impact climate emissions and/or are related to climate mitigation and adaptation may be included in the workplan.

Equity Analysis:

Workplan development has the potential to include agenda items relevant to equity, burden on marginalized communities, and address disparities in the Olympia community.
