Background and Analysis:
The Old Port 1 Lift Station was constructed in 1970, and although well maintained and performing adequately, the City has concerns about the long-term resiliency of the lift station. This project proactively addresses an emerging system performance issue.
The lift station is located less than 25-feet from Budd Inlet, and a pump failure would result in a raw sewage spill into Puget Sound. The lift station is down slope of a small ravine, with the existing force main running up the ravine. The ravine experienced a partial slide in 2014, exposing the lift station’s buried electrical conduit. A larger slide could damage the force main, and/or bury lift station components.
This project will replace the existing Old Port 1 Lift Station with a new lift station and route the force main away from the ravine. The new lift station is located as far as allowable from the base of the ravine, and the new force main location provides protection from future slides.
Climate Analysis:
This project will provide a newer, more efficient lift station while also providing greater protection in the event of a landslide. Should a slide damage the existing lift station, portable pumps or a Vactor truck would be necessary to empty the lift station while the lift station is repaired. For these reasons, this project supports strategy W1 (Increase the efficiency of water and wastewater infrastructure) and W6 (Reduce consumption of carbon-intensive goods and services).
Equity Analysis:
This project will provide a more reliable and protected lift station for the homeowners it services. The new lift station location and increased protection from future slides benefits the greater community and public health in the event of a sewage spill near Budd Inlet. Residences can expect temporary construction impacts.
Neighborhood/Community Interests (if known):
Minor traffic disruptions are expected during construction. One lane traffic is likely for short periods of time during which flaggers will direct traffic.
Staff has been in communication with the HOA throughout design and did not receive any negative feedback. Staff will continue to communicate with the HOA as construction nears. The City will communicate project updates through social media, media releases, and postcards.
Financial Impact:
This project is identified in the Capital Facilities Plan. Funding for the project comes from Wastewater Utility.
This project is also funded by a Washington State Department of Ecology State Revolving Fund Loan in the amount of $3,229,920 for Construction and Construction Management.
The low bid of $3,266,461.23 is more than 9% above the Engineer’s estimate. Difficult to predict market conditions and the unique complexity of the project led to bids above the Engineer’s estimate. There are sufficient funds in the budget to complete this project.
