Background and Analysis:
The LOTT Clean Water Alliance has partnered with the City in our work in homeless response and encampment management for several years. LOTT donated three hygiene units now located at New Hope and Quince Street tiny home villages. This partnership has been a great asset to the community and the effectiveness of Catholic Community Services and Olympia Mutal Aid Partners at these tiny home villages.
This agreement continues the support from LOTT and covers the expenses for porta potties at several of the City’s continued managed encampments and homeless response target areas including, the jungle, Caton Way (near Percival Canyon), and the Union Gospel Mission, a location that also supports community residents accessing the Thurston County Foodbank. This service is essential to best supporting the unhoused community and their access to safe and clean hygiene facilities. This partnership also helps encourage people to use the facilities as opposed to the water ways located next to the encampments, keeping the community’s environment healthy and clean.

Equity Analysis:
Housing is a predeterminate of health and has been declared a public health crisis. People looking to have their basic needs met while living outside in the elements with little access to resources need the City to provide those services, such as porta potties. The City sees access to hygiene facilities as a basic need and has provided porta potties at managed encampments for years. This effort will continue the City’s work and homeless response efforts to support our most marginalized community members,
Neighborhood/Community Interests (if known):
Olympia residents are very interested in the cleanliness and hygiene of the community. Keeping this work funded is incredibly important and seeing partners engage and financially support these managed encampments highlights efforts in taking a regional approach in this housing crisis.
Financial Impact:
Currently the City is funding this expense with general fund dollars. Over the past year, porta potty expenses have dropped significantly with the closure of major encampments along the state’s rights-of-way. The remaining approximately $30,000 will now be covered by LOTT and will help alleviate strain on the City’s general fund.
Options:
1. Approve the Resolution authorizing the City to enter into an agreement with LOTT Clean Water Alliance for public health emergency support and funding.
2. Approve the Resolution with amendments authorizing the City to enter into an agreement with LOTT Clean Water Alliance for public health emergency support and funding.
3. Take other action.
