Background and Analysis:
Fones Road SE is an important travel corridor connecting southeast Olympia to Interstate 5 and to downtown Olympia via Pacific Avenue SE. The condition of the road is poor and bicycle and pedestrian facilities are non-continuous, missing, or in poor condition. It includes a connection with the Karen Fraser Woodland Trail which requires modifications to improve safety for people using the trail.
This design of the corridor is focused on non-motorized improvements that will encourage and enhance multimodal travel along Fones Road SE, making it a “Complete Street”.
In 2019 the City completed a Pre-design Transportation Analysis Report that included a conceptual design for improvements of Fones Road.
On June 18, 2019 City Council accepted a grant from the Federal Highway Administration for $1,176,803.00 to complete the project design.
KPG, P.S. was selected through a competitive request for qualifications process to provide design services.

This project will provide the following benefits for people using Fones Road:
• Improved traffic flow.
• Improved safety and mobility for people walking and biking.
• Upgraded crossing at the intersection of the Karen Fraser Woodland Trail.
• Enhanced aesthetics from landscaping and lighting.
• A new roadway and upgraded utilities that will serve the community well into the future.
Options:
1. Approve the resolution authorizing the City Manager to execute the professional services agreement with KPG, P.S., for $1,392,076.00. This allows the project to move forward.
2. Direct staff to negotiate a contract with the second-place design consulting firm. This could result in delays to the project and could impact use of FHWA funds.
3. Direct staff to design the project using City engineering staff. Public Works has determined that Engineering has insufficient staff to complete this project in a timely manner without impacting other capital projects.
Financial Impact:
FHWA Grant $ 1,176,803.00
Transportation Impact Fees $ 215,273.00
The costs shown above are for design engineering services only. The total cost for design, right-of-way acquisition, and construction is estimated at approximately $16,000,000.00.
According to the current schedule, construction will begin in 2022.
