Background and Analysis:

In 2020, the City applied for a grant for the construction of the State Avenue Safety Improvements Project. This project makes safety improvements for people walking and biking along State Avenue between Pear Street and Chestnut Street.  In December 2020, the Washington State Department of Transportation (WSDOT) awarded the City a Highway Safety Improvement Program (HSIP) grant of $714,200 for project construction. With design approximately 90% complete, the current total estimated project cost is $1,162,160. The cost estimate may change as staff finalizes the design.

 

In order to begin construction in 2022, the City needs to approve and execute the federal grant documents to obligate the funds. Olympia’s Municipal Code Section 3.16.020(C) states that any contract, agreement or other document with a cost over $300,000 shall be presented to the City Council for approval prior to execution by the City Manager.

Completion of this project will have the following impacts on the community through improved:

                     Safety of people biking through the intersection of State Avenue and Plum Street/East Bay Drive.

                     Safety for people walking and crossing at the intersection of State Avenue and Plum Street/East Bay Drive.

                     Transit stop safety improvements for people riding the bus.

 

Options:

1.                     Approve the Resolution authorizing the City Manager to execute all documents necessary to obligate funds for the State Avenue Safety Improvements Project. The project will proceed as planned.

2.                     Direct staff to make modifications to the proposed Resolution. The project will proceed as planned.

3.                     Do not approve the proposed Resolution. The City will not proceed with the project and return the grant funds.

 

Financial Impact:

The State Avenue Safety Improvements Project is funded as follows:

                     Federal Grant $714,200

                     Local Match - Transportation Capital Funds $447,960

                     Total Project Cost $1,162,160
