Issue:
The Fire Department is temporarily changing the number of paramedics due to a retirement. The Intergovernmental EMS Contract reimbursement from the County to the City is based on the number of paramedics. The current contract needs amending to reflect this change so as not to impact the expected revenue to the City. Olympia City Council and the Thurston County Board of County Commissioners approved the current contract effective January, 2012.

Background and Analysis:
The Olympia Fire Department has been a partner with Thurston County Medic One for the provision of paramedic services since the beginning of the Medic One System. Throughout that time there has always been a contract between the City and the County describing the financial and operational terms of the partnership. The most current contract, signed in 2012, describes how the County will reimburse the city for 18 paramedics.
 
The Fire Department will temporarily have only 17 paramedics due to a retirement so the contract needs to be amended to reflect this change. The total amount of funding from Medic One changes very little based on the following formula. No other terms of the contract are being modified.
 
Current Language:  9 paramedics funded at 80% on Medic 4 and 9 paramedics funded at 80% on Medic 10.
 
Amended Language: 9 paramedics funded at 80% on Medic 4 and 8 paramedics funded at 90% on Medic 10.
 
The net result of this change keeps the same revenue coming into the City and is essentially budget neutral to the County.
 
The amendment has been approved by legal.

Financial Impact:
Budget neutral. Not signing the contract would prevent the Fire Department from recovering expected revenue from Thurston County Medic One.
