Background and Analysis:
The Pacific Avenue project begins to implement a 2010/2011 storm and surface water strategy. This strategy is the first of several projects to retrofit heavily traveled streets in older neighborhoods of Olympia to provide water quality treatment. Under the strategy, specific projects are identified and prioritized based on traffic counts, site feasibility, and cost effectiveness.  
 
The City received a Washington State Department of Ecology Stormwater Retrofit and Low Impact Development Grant to help construct the project. The grant is also being used to design additional City projects that will be built in the future. One is for the City Maintenance Center on Eastside Street and another one is for State Avenue between Plum and Central Streets.
 
The Pacific Avenue project will build an underground stormwater treatment facility and include other improvements such as landscaping and stream mitigation along Pacific Avenue at the Indian Creek crossing. The improvements will treat stormwater from a 13-acre commercial district. The treated stormwater will flow to Indian Creek, then on to Budd Inlet.  Limited public access will be provided to the site during and after construction.  
 
If approved, the project will start in early August and be completed by late September.

• The finished work will make the area more aesthetically pleasing as well as improve the quality of water entering Indian Creek.
• Pacific Avenue will remain open during construction with intermittent, one-way lane closures as need for construction activities.
• Staff will use Twitter and traditional communication tools for current construction activity/information.
 
 
Options:
 
1. Award the project to Reed Trucking and Excavating, Inc.,  in the amount of $421,933.05.
  • Project proceeds as planned.
  • Able to meet Department of Ecology (DOE) deadlines for spending the grant funds by October 2013.
 
2. Reject all bids and direct staff to rebid the project.
  • The time needed to rebid will delay construction until 2014, and the cost may increase due to increased staff time and potential higher bids.  
  • An application for an extension will need to be submitted to the Department of Ecology for approval to secure the funding for 2014.
 
 
Financial Impact:
The Pacific Avenue Stormwater Treatment Facility is funded by the Water Quality Improvements Program, Pacific Avenue Stormwater Facility Construction Phase I and the Department of Ecology Stormwater Retrofit and Low Impact Development Grant. The grant will pay approximately $299,000 of the $421,933.05 total project cost.
 
The low bid of $421,933.05 is approximately 3 percent below the Engineer's estimate.  There are sufficient funds in the budget to complete this project.
