Recommended Action

Committee Recommendation:

The Planning Commission recommends approval of the amendments to the Transportation 2030 Maps of the Comprehensive Plan, and direct directing the Public Works Department to develop a new set of engineering standards for Neighborhood Collectors in the South Capitol Historic District.

 

City Manager Recommendation:

Move to approve amendments to the Transportation 2030 Maps of the Comprehensive Plan. Direct the Public Works Department to develop a new set of engineering standards for Neighborhood Collectors in the South Capitol Historic District, and direct staff to prepare an ordinance amending the Transportation 2030 Maps of the Comprehensive Plan.

Whether to adopt amendments to the Transportation 2030 Maps of the Comprehensive Plan and direct the Public Works Department to develop a new set of engineering standards for Neighborhood Collectors in the South Capitol Historic District, as recommended by the Planning Commission.

Background and Analysis:

Both the South Capitol Neighborhood Association and the Public Works Department submitted proposals to amend the Transportation 2030 Maps in the Comprehensive Plan.

 

South Capitol Neighborhood Association Transportation 2030 Map Amendment

The South Capitol Neighborhood Association submitted a request to redesignate Maple Park Avenue, between Capitol Way South and Jefferson Ave SE, from Major Collector to a lesser street classification.  Maple Park Avenue serves as the boundary between the State Capitol Campus and the South Capitol Historic District and Neighborhood.  It is approximately 1,200 feet in length.  The median separating the drive lanes was actually platted and dedicated as a park.  The city and state have a shared maintenance agreement in place, whereby the city maintains the driving surfaces of the street and the state maintains the median/park.

 

Public Works Department Transportation 2030 Map Amendments

The Public Works Department requested six map amendments to the Transportation 2030 Maps in the Comprehensive Plan.  These map amendments are for the purposes of adding a new street connection, changing street classifications to accommodate bicycle lanes, to reflect changes in Regional Transportation Plan adopted in 2016, to reflect changes in the built environment, and to reduce potential impacts to wetlands or trail crossings.

 

Neighborhood/Community Interests (if known):

South Capitol Neighborhood Association

Several members of the South Capitol Neighborhood Association provided testimony in support of the requested street reclassification.  The State of Washington Department of Enterprise Services did not comment on this request.  Copies of public comments received are included in the attachment for this proposal. 

 

Goals and policies in the comprehensive plan about historic preservation, neighborhood character, and historic identity lead staff to recommend that the street be designated as a Neighborhood Collector and that a unique set of engineering standards be developed for Neighborhood Collectors in the South Capitol Historic Neighborhood.

 

Public Works Department

The city did not receive any public comment regarding the amendments proposed by Public Works. 

 

Options:

1.                     Approve the Comprehensive Plan Amendment requests to amend the Transportation 2030 Maps, direct the Public Works Department to develop a new set of engineering standards for Neighborhood Collectors in the South Capitol Historic District, and direct staff to prepare an ordinance amending the Transportation 2030 Maps of the Comprehensive Plan.

2.                     Approve the Comprehensive Plan Amendment requests to amend the Transportation 2030 Maps and direct staff to prepare an ordinance amending the Transportation 2030 Maps of the Comprehensive Plan.

3.                     Modify the Comprehensive Plan Amendment requests to amend the Transportation 2030 Maps, direct the Public Works Department to develop a new set of engineering standards for Neighborhood Collectors in the South Capitol Historic District, and direct staff to prepare an ordinance amending the Transportation 2030 Maps of the Comprehensive Plan.

4.                     Modify the Comprehensive Plan Amendment requests to amend the Transportation 2030 Maps and direct staff to prepare an ordinance amending the Transportation 2030 Maps of the Comprehensive Plan.

5.                     Do not approve the Comprehensive Plan Amendment and Rezone.

 

Financial Impact:

Review and processing of the annual Comprehensive Plan Amendment applications is included in the department’s base budget.
