Background and Analysis:
On December 19, 2011, the City of Olympia entered into an Interlocal Agreement Between the Cities of Lacey, Olympia, and Tumwater and Thurston County, Relating to Health and Human Services to dissolve the previous Human Services Review Council (HRSC) entity that had been in place since 1982. As part of the 2011 Interlocal Agreement (HHSC), the parties agreed to establish a planning committee for the purposes of forming a new county-wide health and human services coordinating entity. This Interlocal Agreement was to commence on January 1, 2012. The Health and Human Service Planning Committee (HHSC) has been meeting at regular intervals since February 2012.
Amended HHSC Interlocal Agreement. The proposed Amended HHSC Interlocal Agreement acknowledges that the original Interlocal Agreement anticipated future additions to the Council of the South County cities of Yelm, Tenino, Rainier and Bucoda. The Amended agreement proposes to add these cities to the Council, along with Thurston County, Olympia, Lacey and Tumwater. The Amended agreement also provides that the County and Cities agree to work together and join resources necessary to address common gaps in meeting basic health and human services needs within the region. The Amended agreement provides that each of the participating jurisdictions shall have an equal vote in recommendations for the allocation of the available funding and selection of the proposals that should receive funding. Council members’ eligibility to vote on a contract award derived from a specific fund source is determined by that jurisdiction’s legal authority to allocate those funds.
Amended CIP MOU. The Amended CIP MOU between the Thurston County Regional Health and Human Services Council (COUNCIL) and The United Way of Thurston County (UWTC), a non-profit corporation, is for purposes of defining a structure to manage the Council and the UWTC’s combined funding initiative which is referred to as the Community Investment Partnership (CIP). The Amended MOU provides a method and goal of pooling and coordinating health and human services resources to be more effective in meeting common needs. The Amended CIP MOU provides the membership of the CIP shall include all members of the COUNCIL and four representatives of the UWTC. The CIP Steering Committee shall include up to eight members of the COUNCIL and it shall make recommendations on all funded projects through this initiative provided that the UWTC will have only one vote for projects being funded with HOME and other state and federal housing funds.

1. Authorize the Mayor to execute the attached Amended Interlocal Agreement Creating the Thurston County Regional Health and Human Services Council (HHSC) and approve the form of the Amended Community Investment Partnership (CIP) Memorandum
2. Do not authorize execution of the Amended Interlocal Agreement (HHSC) and do not approve the form of the Amended CIP MOU.
3. Propose to modify either the Amended Interlocal Agreement (HHSC) or the Amended CIP MOU or both agreements.
Financial Impact:
Shall be as provided in Paragraph IV of the Amended Interlocal Agreement which shall consist for Olympia of a minimum annual amount equal to not less than one half of one percent of the last full year of general sales and use taxes collected pursuant to RCW 82.14.030(1) as of the time the jurisdiction is adopting its budget.
