Whether to authorize Olympia Parks, Arts and Recreation Department (OPARD) to formally apply for a number of park acquisition and development grants in 2016.

Background and Analysis:

The Olympia Parks, Arts and Recreation Department (OPARD) is planning on applying for at least eight park acquisition and development grants this year.  Several of these grant applications require formal Council authorization.

 

In 2016, OPARD is planning on applying for the following grants:

 

                     Woodruff Park Sprayground (development) - Recreation and Conservation Office (RCO) Washington Wildlife & Recreation Program (WWRP), Local Parks Category, $500,000

 

                     Grass Lake Nature Park Trail (development) - RCO WWRP Trails Category, $500,000

 

                     Kaiser Woods (acquisition) - RCO WWRP Local Parks Category, $552,044

 

                     Morse-Merryman Parcel/LBA Woods (acquisition) - RCO WWRP Local Parks Category, $1 million and Thurston Conservation Futures, $500,000

 

                     West Bay Woods (acquisition) - RCO WWRP Urban Wildlife, $300,000

 

                     Percival Landing Bulkhead (development) - FEMA Hazard Mitigation, $500,000 - $1 million and Washington State Historical Society Heritage Capital Project, $500,000

 

                     Priest Point Park Mission Creek Trail (development) - REI, $12,000

These projects are in the recently-adopted 2016 Parks, Arts and Recreation Plan which had substantial public input.

 

Options:

1.                     Move to authorize the Parks, Arts and Recreation Department to formally apply for several park grants as outlined below.

 

2.                     Do not move to authorize the Parks, Arts and Recreation Department to formally apply for several park grants as outlined below.

 

 

Financial Impact:

Voted Utility Tax, Impact Fees and SEPA Mitigation Fees are available as match for all of the proposed grant applications.  Should these applications be funded, OPARD will be able to leverage existing funds to implement more acquisition and development projects.
