Background and Analysis:
In the Summer of 2024 through the Fall of 2025, the City and Guild bargained a successor collective bargaining agreement over wages, benefits, and working terms and conditions. The existing agreement expired since December 31, 2023. The parties reached a tentative agreement on September 29, 2025. The collective bargaining agreement covers approximately 67 police officers/City employees.
The significant new terms of the contract include the following:
• Expanded term of agreement to 3-year term (previously 2-year).
• Fair and competitive wage and benefit package - places City above average compared to nine peer cities. Meets goal to attract and retain talented staff.
• Increased Longevity tiers by 1%.
• Increase in City contribution rate for Member’s Deferred Comp benefit from 7.5% to 8.5% effective 1/1/2026 (significant issue because they do not pay into social security).
• Removed probationary completion requirement for lateral new hires to receive educational premium pay.
• Member required premiums for Paid Family Medical Leave (PFML) will be consistent with the law (previously a fixed rate).
Climate Analysis:
The new Collective Bargaining Agreement is not expected to have an impact on climate.
Equity Analysis:
The City of Olympia is committed to considering equity impacts in our bargains with labor. The equity lens used during the bargaining process included determining desirable outcomes, conversations and bargaining with key stakeholders, analyzing classification and compensation data, evaluating information, and reporting back to stakeholders. Evaluation of outcomes will be determined as the new collective bargaining agreement is implemented and administered.

Financial Impact:
The financial impact for the first year of the collective bargaining agreement (2024) is approximately $980,000 (salaries and benefits). The financial impact for the second year of the collective bargaining agreement (2025) is approximately $1,256,000 (salaries and benefits). The financial impact for the first and second year of the agreement is included in the adopted 2025 budget.

1. Move to approve a Resolution Authorizing the 2024-2026 Olympia Police Guild Collective Bargaining Agreement
2. Do not approve the labor agreement with the Olympia Police Guild as proposed and direct staff as to next steps.
3. Move to approve the labor agreement with Olympia Police Guild as amended by Council and authorize the City Manager to execute the agreement.
