Background and Analysis:
On August 20, 2026, the City and the Police Guild reached a tentative agreement on a one-year extension of the current 2024-2026 Collective Bargaining Agreement, which expires December 31, 2026. The extension would continue the agreement through December 31, 2027.
The extension follows a lengthy bargaining process during which the prior agreement remained expired. The current 2024-2026 agreement was finalized after the parties were already two years into the three-year contract term. Extending the agreement for one year would provide additional time between full bargaining cycles and allow the City and the Police Guild to evaluate how the current agreement is working before beginning the next full negotiations.
The significant terms of the agreement include the following:
• Duration: One-year extension through December 31, 2027.
• Cost-of-Living Adjustment (COLA): 3.5 percent effective January 1, 2027.
• Retention Bonus: A one-time $5,000 bonus for eligible employees, payable during the first pay period of 2027.
The extension also provides the City an opportunity to evaluate the implementation of the current agreement, assess staffing and recruitment and retention trends, monitor economic and labor market conditions, and gather additional operational experience before the next full bargaining cycle.
Climate Analysis:
The Collective Bargaining Agreement Extension is not expected to have an impact on climate.
Equity Analysis:
The City of Olympia is committed to considering equity impacts in our bargains with labor. The equity lens used during the bargaining process included determining desirable outcomes, conversations and bargaining with key stakeholders, analyzing classification and compensation data, evaluating information, and reporting back to stakeholders. Evaluation of outcomes will be determined as the extension of the collective bargaining agreement is implemented and administered.
Neighborhood/Community Interests (if known):
There are no known community interests related to this item.
Financial Impact:
The financial impact for the collective bargaining agreement contract extension is expected to be approximately $486,000 (salaries and benefits) and will be included in the 2027 budget once adopted.
