Background and Analysis:

In September 2024, Washington State American Council of State, County and Municipal Employees (AFSCME) Local 618-0 provided notice to the City of Olympia that it desired to bargain a successor Collective Bargaining Agreement.  The existing agreement had an expiration date of December 31, 2024. The Collective Bargaining Agreement covers approximately 252 City employees (including ten municipal court employees who were accreted to the bargaining unit in January 2025).

 

During fall 2024, the parties bargained over wages, benefits, and working terms and conditions. The parties reached a tentative agreement on March 25, 2025.

 

The significant changes to the contract include the following:

                     3-year duration

                     3.8% Cost of Living Adjustment (100% of COLA instead of 90% of COLA in previous contracts)

                     Development of the new pay tables consistent with the classification and compensation study (AFSCME included in the study and parties bargained over staff salary placement). Employee positions were evaluated using the new methodology allowing for the above-mentioned COLA and providing for step adjustments based on market, time, and equity.

 

 

Climate Analysis:

The new Collective Bargaining Agreement is not expected to have an impact on climate.

 

Equity Analysis:

The City of Olympia is committed to considering equity impacts in our bargains with labor. The equity lens used during the bargaining process included determining desirable outcomes, conversations and bargaining with key stakeholders, analyzing classification and compensation data, evaluating information, and reporting back to stakeholders. Evaluation of outcomes will be determined as the new collective bargaining agreement is implemented and administered.

There are no known community interests. 

 

Financial Impact:

The financial impact for the first year of the collective bargaining agreement is expected to be approximately $535,000 (salaries and benefits) and included in the adopted 2025 budget.

 

Options:

1.                     Move to approve a Collective Bargaining Agreement with the Washington State American Council of State, County and Municipal Employees (AFSCME) Local 618-0.

2.                     Do not approve a Collective Bargaining Agreement with the Washington State American Council of State, County and Municipal Employees (AFSCME) Local 618-0 and direct staff as to next steps.

3.                     Move to approve the labor agreements with AFSME Local 618-0 as amended by the City Council.
