Issue:
The Commission will identify and prioritize their list of 'Trends and Highlights' from public comments or Commissioners. They will deliberate on these topics during future final deliberation meetings.

Background and Analysis:
Since 2009, the City has been in the process of updating its Comprehensive Plan, a process referred to as Imagine Olympia. In early July, 2012 City staff released a draft for review by the public and the Olympia Planning Commission. The Commission held a series of public hearings on the 'July Draft' between July 23 and October 29, 2012. The Commission has now closed the public record, and is preparing to enter their final deliberation stage. During this stage, the Commission will consider the public input from throughout the process, conduct final votes and make a recommendation to the City Council. Final deliberation meetings will be held between now and March 31, 2012.
 
On November 19, 2012, the Commission approved a process for their final deliberations on the Comprehensive Plan Update (Attachment 1.) The first three things the Commission will address during final deliberations, in order, are:
1. The July Draft Vision and Values
2. The July Draft Substantive Change List
3. Trends or Highlights from the Public Comment or Commissioners
 
Tonight the Commission will determine their list of 'Trends and Highlights.' Each Commissioner will bring to the meeting a list of topics they feel should be discussed because they were trends or highlights from public comment, or determined by a Commissioner to be an issue needing deliberation. The Commission will vote on each topic, using a procedure to be determined by the Comprehensive Plan Update Subcommittee on November 28. Topics will need three votes to be considered for deliberation at a future meeting.
 
Following this exercise, the Commission will proceed with their approved process over the course of several meetings. They will deliberate on the Vision and Values statements first, followed by deliberations on the substantive changes proposed by staff. After those two deliberations are complete, the Commission will deliberate on the topics selected this evening.
