Issue:
To prepare for Final Deliberations, the Comprehensive Plan Update Sub-Committee (CPU) recommends that Commissioners each bring to the November 5 regular Commission meeting a list of trends or highlights from the public comments and from Commissioners.

Background and Analysis:
 
Determining Topics for Discussion
October 17, the CPU Sub-Committee determined a recommended process for how the Commission will complete Final Deliberations.  At the November 5 Regular Planning Commission meeting, Commissioner Richards will present CPU's  recommendation for the Final Deliberations process to the full Commission for discussion and approval.  The recommendation will include a complete list of priorities, tentative meeting schedule, and voting procedures.    
  
However, In order to start with Final Deliberations on November 5, CPU requests that Commissioners each prepare in advance a list of issues that were trends or highlights from the public comments or noted by Commissioners.  These are specifically topics on which Commissioners feel the Commission needs to deliberate.  For the purpose of the Final Deliberations, "deliberate on" includes Commissioners discussing a topic, sharing proposals and opinions on that issue, and reaching a final determination on a recommendation to be forwarded to Council.    
 
Commissioners may list topics, or it may be more useful to list specific goals and policies in the July Draft.  Commissioners' lists should be derived from the following two sources:
 
      1. Public Comment (written or provided as public testimony);
      2. Commissioner concerns or interests
 
All topics should meet the following critieria:
      1. Have been clearly highlighted by members of the public as a community concern;
      2. Are within the existing Scope of the Update.
 
Prioritizing Topics for Discussion
At the beginning of the November 5 meeting (the first regular Commission meeting dedicated to Final Deliberations), Commissioners will submit their individual lists to staff.  Staff will compile the lists during the meeting, eliminating any duplicates.  Towards the end of the meeting, the lists will be distributed to Commissioners, who will then rank the topics in order of priority for deliberation.  
 
Commissioners will vote on whether or not each topic should be deliberated.  Those topics that do not receive a minimum of three votes will be removed from the list.  This is an important step in ensuring that the time available for Final Deliberations is used efficiently and for the greatest Commission and community benefit.

Citywide; Goals and policies in the July Draft of the Comprehensive Plan are of citywide interest.
 
Options:
A) Commissioners each prepare lists of topics for deliberation and bring them to the November 5 meeting.
 
B) Commissioners do not prepare lists for the November 5 meeting; instead wait to discuss the recommendation from CPU on the Final Deliberation process in its entirety.  
 
Financial Impact:
None.  Determination of the process for the Final Deliberation is incorporated into the 2012 budget.
