Background and Analysis:
The Waste ReSources Utility has a need to replace one residential collection truck that was originally scheduled for replacement in 2025. This truck is beyond its useful life with increasing maintenance and repair costs. The Utility operates a total of seven residential collection trucks, all of which are maintained on a seven-year replacement cycle. Six of the seven trucks were replaced in 2025.
In January 2026, the City learned that Solid Waste Systems Equipment, LLC has a Peterbilt 520 stock truck with a Labrie chassis available for immediate delivery, at a not-to-exceed contract amount of $473,417.62. This is a unique opportunity to purchase a waste collection truck available in stock that meets the needs of the City.
If the City does not purchase this available stock truck, the alternative would be to place an order for a new vehicle, which according to the vendor, would require up to a two-year lead time, at current market prices which now exceed $600,000.
Purchasing the vehicle at this time will bring the Utility’s residential fleet of seven collection trucks fully current with its established replacement lifecycle. It also sets the Utility up for providing organics service to all residential customers in 2030 as part of the Organics Management Law.
Climate Analysis:
While the Waste ReSources Utility remains committed to long-term fleet electrification, current technology does not yet meet operational requirements for the City’s residential collection routes. Electric collection trucks remain largely untested in long-term, high-demand applications, and current pricing is approximately 60 percent higher than comparable diesel-powered trucks.
Equity Analysis:
The Agreement has no implications regarding the City’s equity work and goals.
Neighborhood/Community Interests (if known):
Having reliable waste collection trucks allows the City to efficiently provide services to our residential customers.
Financial Impact:
The cost to purchase the refuse collection truck from Solid Waste Systems Equipment, LLC is $473,417.62, which includes sales tax and all associated fees. There are sufficient funds in the Fleet Equipment Rental and Revolving Fund to purchase this vehicle.
Options:
1. Move to approve a resolution authorizing a contract with Solid Waste Systems Equipment, LLC for one waste collection truck.
2. Do not approve a resolution authorizing a contract with Solid Waste Systems Equipment, LLC for one waste collection truck. This will result in sourcing a different truck at a later date, at a much greater expense.
3. Direct staff to take other action and return to Council at another date.
