Background and Analysis:
The City of Olympia’s 36-inch diameter water transmission main carries approximately 80% of the City’s drinking water from the McAllister Wellfield, located approximately 8.3 miles away, to the Fir Street Reservoir. To improve the seismic resilience of this critical infrastructure, the City is installing seismic isolation and control valves at 10 locations along the transmission main (seven manual valves and three automatic valves). The project is divided into two bid packages: Bid Package 1, this contract, includes four valves. Bid Package 2 will include six valves, which will be under a separate contract in the future.
The City previously advertised and opened bids for this project in July 2026. The City rejected all bids due to the low bidder not meeting the mandatory bidder responsibility criteria and the second low bidder being substantially above the engineer’s estimate, which would have had a significant impact on the project budget.
The project was re-advertised and opened bids on September 9, 2026. Pacific Civil & Infrastructure, Inc., of Tacoma, Washington, submitted the lowest responsive and responsible bid. Staff recommends awarding the construction contract to Pacific Civil & Infrastructure, Inc.
Climate Analysis:
This project does not affect greenhouse gas emissions. Installation of the valves will improve earthquake resilience by reducing both water loss and flooding risk from potential breaks in the transmission main. The project increases the efficiency of the water system infrastructure.
Equity Analysis:
This project benefits the entire community by providing increased reliability of the City’s drinking water infrastructure.
Neighborhood/Community Interests (if known):
The water transmission main provides approximately 80% of the City’s drinking water supply. Improving the seismic resilience of this critical infrastructure benefits the entire community by supporting continued access to reliable drinking water during and after a major earthquake or other emergency.
Financial Impact:
Overall project costs:
Total Low Bid: $1,905,820
Contingency to Award (10%): $ 190,585
Engineering: Design, Inspection, Consultants $ 535,080
Total Estimated Cost: $2,631,485
Available Project Funding for Bid Package 1 and Bid Package 2:
Federal Funds (FEMA): $3,937,266
Local Funds: $ 437,474
$4,374,740
Options:
1. Move to approve a resolution awarding the construction contract for the Transmission Main Seismic Valves Installation Project to Pacific Civil & Infrastructure, Inc., in the amount of $1,905,820.00.
2. Reject all bids and direct staff to rebid the project. The time needed to rebid will be delay the project. The cost of constructing the project may increase.
3. Take other action.
