Approval of Ordinance Adopting the 2015 Engineering Design & Development Standards Update
Recommended Action
Land Use and Environment Committee Recommendation:
The Land Use and Environment Committee reviewed the proposed changes on April 23, 2015, and September 24, 2015, and recommended that the Engineering Design and Development Standards (EDDS) Update proceed through the adoption process.
City Manager Recommendation:
Move to approve second reading of the amendments to the EDDS.

Background and Analysis:
Background and analysis has not changed from first to second reading. A public hearing was held on November 10, 2015, in order to receive comment on the proposed amendments to the EDDS. No comments from the public were received and Council did not request changes to any of the proposed amendments to the EDDS.
Neighborhood/Community Interests (if known):
The EDDS provide predictability and consistency in how the City’s infrastructure is built. Adopting the proposed amendments to the EDDS will ensure that water, sewer, stormwater, reclaimed water, solid waste and transportation infrastructure will meet the most current standards, consistent with the Goals and Policies identified in the City’s Comprehensive Plan.
Options:
Provide direction on changes to the proposed amendments to the EDDS or approve the proposed amendments to the EDDS.
Financial Impact:
None of the proposed changes should result in a notable increase to project costs of private development or public works projects. A few of the changes, such as limiting new backflow prevention assembly enclosures in the right of way, will result in lower project costs.
