Issue:
Whether to approve an ordinance to appropriate funds for demolition of structures and cleanup of the property at 2101 Thurston Ave NE, pursuant to an Order of Abatement signed by the City of Olympia Building Official on May 7, 2013.

Background and Analysis:

A hearing was held before the City of Olympia Building Official on May 7th, pursuant to notice given by him through a complaint issued on May 1, 2013, regarding the property at 2101 Thurston Ave NE. The Building Official determined the referenced code violations (see Attachment 1) are serious enough to order that the following actions be taken:
 
Demolish the dwelling structure and detached garage, remove all debris including the slab foundation, cap off all utilities, and grade the site within sixty (60) days of the date of this order.
 
The property owner did not completed the action in the time frame required by the Building Official. The City needs to abate the condition at the owner's expense and place the cost of the abatement as a lien on the property.
 
Approval of this appropriation ordinance would appropriate the funds necessary to complete this project, including $35,610 in property nuisance abatement revenue received in 2012 and 2013, and $3,211 in general funds from the Code Enforcement 2013 operating budget, and $477 in nuisance abatement receipts that has not yet been appropriated, for a total of $39,298.

Options:
1.      Move to approve on second reading the appropriation ordinance for $39,298 for abatement of property at 2101 Thurston Ave NE.
2.      Do not approve the appropriation ordinance for $39,298 for abatement of the property at 2101 Thurston Ave NE and ask staff to identify other potential sources of funding.
Financial Impact:
The Engineer's Estimate for demolition and cleanup of the property at 2101 Thurston Ave NE, is $30,000 - $45,000. This ordinance appropriates $35,610 in property nuisance abatement revenue received in 2012 and 2013, $3,211 in general funds from the Code Enforcement 2013 operating budget, and $477 in nuisance abatement receipts not yet appropriated, for a total of $39,298. This appropriation, combined with the current budget balance of the nuisance abatement fund, $702, brings the total funds available for this project to $40,000.
