The City of Olympia Waste ReSources has been awarded a coordinated waste prevention grant to help provide lunchroom milk dispensers to several Olympia School District schools as a waste reduction tool. To do so, an interlocal agreement will need to be approved by City Council.

Background and Analysis:
The City of Olympia Waste ReSources Utility has been awarded a Coordinated Waste Prevention Grant from the Washington State Department of Ecology. The grant will help provide milk dispensers and stands to several Olympia School District schools as an alternative to using individual milk cartons. The goal will be to reduce the waste and disposal that come with using milk cartons.  The agreement with Olympia Schoold District outlines the intent and the agreed upon rules, use, and maintenance of the milk dispensers.  
 
The milk dispensers and stands (where needed) will placed at McKinney Elementary, Roosevelt Elementary, Reeves Middle School and Lincoln Elementary.  Through the use of milk dispensers and washable cups, staff estimates that each school could eliminate approximately 1,000 milk cartons from the waste stream every week.  This results in a reduction of 108,000 milk cartons across all four schools annually.

Options:
1.      Enter into an Interlocal Agreement with the Olympia School District, allowing the City to provide milk dispensers to the schools using grant funds.
2.      Return grant funds to the Department of Ecology. Olympia School District would continue to purchase milk in cartons, creating excess waste in the recycle stream.
 
Financial Impact:
The milk dispenser grant awarded is for $14,500. The Department of Ecology pays for seventy five percent of this ($10,875) and the City of Olympia Waste ReSources Utility pays for twenty five percent ($3,625.00).
