Preview of Comprehensive Plan / Planning Commission Recommended Draft on City Website

Issue:
On March 18, 2013, the Olympia Planning Commission completed it's review of a proposed periodic update of the City's Comprehensive Plan. That recommendation is to be posted to the City website on May 20. The staff will demonstrate how to access the new documents.

Background and Analysis:
On March 26, 2013, Planning Commission Chair Jerome Parker and the Commission's staff liaison, Amy Buckler, announced to the Council that the Commission had completed its review of the Comprehensive Plan update that has been in progress since 2009. As they noted that evening, the Commission's recommendations would be posted on the City's website on May 20.
Among the items being posted are:
· Comprehensive Plan Update "Planning Commission Recommended Draft" - new version reflecting changes recommended by Planning Commission.
· Substantive Change List - a table summarizing 'substantive' differences between the current Comprehensive Plan and the Commission Draft.
· A 'track changes' version of the proposed Plan - this version reflects the differences in 'bill-format' between the version of the updated Plan presented to the Commission by staff in July of 2012 and the version recommended by the Commission.
· A 'public comment response' document - a staff-prepared summary of how the Commission recommendation addresses major topics of public comment received in 2012.
· Planning Commission Chair's transmittal memo - a May 6, 2013, letter drafted by the Chair to accompany the Commission's recommendation.
· An Addendum to the Chair's memo - also dated May 6 and summarizing Commission actions after March 18.
· Letters from individual Commission members - summarizing individual members ideas and opinions about the Plan update.
Also, as suggested by Councilmembers on March 26, staff is working on a visual to help explain the relationship between the Comprehensive Plan and other planning documents, which should be available for Council's public process.
The Council is scheduled to meet with the Commission, including both the March 18th and current membership, on June 11, 2013, to discuss the Plan update. Posting of this information is for the benefit of both the Council and the public as the City enters the Council-review phase of this Comprehensive Plan update. Also still available on the website are the 'July Draft' that was the subject of a the Commission's public hearing last year and other background information going back to the beginning of the 'Imagine Olympia' process in 2009.
