Background and Analysis:
The subject property is located at 205 25th Ave SE and is individually listed on the Olympia Heritage Register as the Ossian Anderson House (OHR-91-3). The structure was built in 1926 for Ossian Anderson, one of the Anderson brothers who came from Sweden to found the Tumwater Lumber Mills pre-cut houses firm and Olympia Harbor Lumber. The home is an English Builder style two-and-a-half story wood framed house with an offset steeply gabled roofline and shed-roofed wall dormers on second story windows. The original staff report lists several details about windows that are significant to the historic character of the structure: “Bands of tall multi-paned casement windows and double-hung sash with six over one lights. There is a tall multi-paned window above the entry that is fronted by a wrought iron balcony.”
As per OMC18.12.090 alterations to features designated as architecturally and historically significant for a historic structure must go through heritage review as part of the building permit process. The review is to ensure that proposed work on the historic home will preserve the historic context and merit of the structure.
The applicant is proposing to remove and replace 9 wood windows and replace them at a like-for like size and location with new single-hung, double pane, composite windows with simulated divided lights.
Climate Analysis:
Following the NPS guidelines encourages repair of historic material as much as possible, which reduces the introduction of more waste to landfills. If repair is not feasible, use of historic, often natural, locally sourced materials, is then encouraged, which reduces environmental impacts of the work. Replacing and renovating windows would provide an opportunity for the homes to be more energy efficient, while still maintaining the quality of design and the historic nature of the structures.

The Olympia Heritage Commission is dedicated to improving the education and outreach opportunities to underrepresented communities. Every listing to the Olympia Heritage Register, Special Property Tax Valuation application, and design review project, is an opportunity for education and outreach.
