Committee Recommendation:

The Finance Committee unanimously approved these updates at its February 23, 2026 meeting and recommends forwarding them to the full City Council for consideration.

Background and Analysis:

It is a best practice to periodically review and update the City’s Investment Policy to safeguard public funds, maintain sufficient liquidity for operational needs, optimize returns, and ensure compliance with evolving state laws. Regular reviews also support transparency, reflect current investment strategies, and promote prudent decision-making.

 

This year’s proposed updates include the addition of Environmental, Social, and Governance (ESG) considerations to better align investment decisions with the City’s broader community objectives. The policy also revises the total portfolio weighted average maturity limit, increasing it from 2.0 to 2.5 years. This adjustment will help keep the City’s Core Investment Strategy aligned with its benchmark during periods of lower balances. Overall, these changes reinforce a disciplined approach to achieving the City’s primary investment goals of safety, liquidity, and return.

 

Climate Analysis:

This agenda item is expected to result in no impact to greenhouse gas emissions.

 

Equity Analysis:

One of the goals of the City’s budget process is to ensure that city services are provided equitably to our residents and business communities, as well as the greater Olympia community.  This agenda item is not expected to further impact known disparities in our community.
