Background and Analysis:

In 2011, the City of Olympia and Lacey Fire District 3 (District) established a Vehicle and Equipment Sharing interlocal agreement. This agreement expired early this year. Both the City of Olympia and the District see value in renewing this interlocal agreement.

 

Lacey Fire District 3 is a response partner that plays a role in the safety of the City of Olympia. The Olympia Fire Department would like to be able to share vehicles and equipment with the District on an as-needed basis. This is especially important when a Thurston County Fire Protection District 3 vehicle is in for extended maintenance, as Olympia counts on a certain level of service via mutual aid from the District. The borrowing of a vehicle by the District in these cases assures that the District can still support the City at the expected level if needed. Conversely, should the City of Olympia need to borrow vehicles or equipment in the future, this agreement will allow for the movement of assets from Thurston County Fire Protection District 3 to Olympia Fire.

 

The agreement details the sharing of vehicles and equipment from Thurston County Fire Protection District 3 to the City of Olympia in the future.

 

Climate Analysis:

The impacts of this agreement have been applied through the climate lens of the Climate Framework. Lacey Fire District 3 and the City of Olympia need to share vehicles and equipment. Sharing resources helps to reduce greenhouse gas in the four sectors by reducing greenhouse gas emissions. Greenhouse gas emissions are reduced when safe and effective emergency response reduces the loss of life and property. This agreement indirectly supports the objectives of the Climate Framework.

 

Equity Analysis:

The impacts of this agreement have been applied through the equity lens of the Equity Framework. Lacey Fire District 3 and the City of Olympia need to share vehicles and equipment. Sharing emergency response resources meet this initiative’s intent by supporting life safety and property conservation for all groups. Emergency response vehicles and equipment enable our firefighters to reduce loss of life and property. The universal protection of life and property is rooted in justness and inherently supports the Equity Framework’s intent.  

 

Neighborhood/Community Interests (if known):

We believe that this agreement is in the best interest of the community and its inhabitants.

 

Financial Impact:

The cost is limited to maintenance and fuel paid by the borrowing party.

 

Options:

1.                     Approve the Resolution authorizing the City Manager to sign the Interlocal Agreement. The Olympia Fire Department will continue to provide response in the District’s area. The District will continue to provide response in the City’s area.

2.                     Do not approve the Resolution authorizing the City Manager to sign the Interlocal Agreement and send back to staff.

3.                     Take other action.
