Background and Analysis:
The September 17, 2012, regular Planning Commission (Commission) meeting will be the first during which the Commission will participate in a series of "initial deliberations."  The initial deliberations are intended as an opportunity for Commissioners to discuss Comprehensive Plan topics and issues without making a final decision on a recommendation for City Council.  The Commission also intends for the initial deliberation meetings to include community member participation and immediate feedback.  
 
To meet this objective, the Comprehensive Plan Update (CPU) Sub-Committee determined on August 13 to provide the public with two opportunities to comment during initial deliberation meetings:  once at the beginning of the meeting, and once in the middle of the meeting.  
 
 
Staff has prepared a draft Public Hearing Notice that outlines the multiple opportunities for participation at the initial deliberation meetings, as well as how community members may submit written comments to the Commission (Attachment 1).  The draft Public Hearing Notice also meets all legal requirements for notifying the community of a public hearing or hearings.  
 
On August 20, the Commission delegated final review and approval of the Public Hearing Notice to the CPU Sub-Committee.  The subsequent final hearing notice will be released September 6.  However, to meet legal notification deadlines, the notice for publication in the newspaper, including all the same required information but in a more succinct manner, will have already been finalized by staff.
