Background and Analysis:

The Cultural Access Advisory Board recommends to City Council a percentage of funds available to be reserved for public school cultural access program. Recommended amounts were presented and approved on June 3, 2025. Public school programs are recommended that benefit students and increase opportunities for cultural activities. Such programing may include expanded learning opportunities with before or after school classes, summer classes or school day or school break field trips to off-campus arts, culture, heritage, or science learning, including transportation.

 

Climate Analysis:

The Interlocal Agreement itself does not have a climate impact but assisting in the utilization and awareness of mass transit is consistent with climate objectives.

 

Equity Analysis:

Inspire Olympia’s funding of transportation benefits students across Olympia School District schools by eliminating financial barriers to participation in Olympia’s cultural organization’s programing for teachers and students.

 

Neighborhood/Community Interests (if known):

Inspire Olympia is a voter-approved initiative that dedicates a portion of Olympia’s sales tax to local nonprofit organizations offering arts, sciences, heritage, and cultural programs and experiences for the public in Olympia and the Olympia School District.

 

Financial Impact:

$90,000 over the course of the 2025-26 school year from the Cultural Access Fund.

 

Options:

1.                     Approve a Resolution authorizing an Interlocal Agreement with the Olympia School District to provide up to $90,000 of transportation reimbursement for students to attend Inspire Olympia funded programing for the 2025-26 school year.

2.                     Do not approve an Interlocal Agreement with the Olympia School District to provide up to $90,000 of transportation reimbursement for students to attend Inspire Olympia funded programing for the 2025-26 school year.

3.                     Take other action.
