Issue:
Whether to enter into an agreement with the cities of Lacey, Tumwater and Yelm to develop updated ADU plans. The plans would be complete sets of building plans that would be pre-approved by all four cities’ building divisions for construction.

Background and Analysis:
ADUs are complete, separate dwelling units constructed on the same lot as a single-family home. ADUs are typically small dwelling units and may be a separate building or built by adding onto or converting a portion of a single-family home. The Land Use and Environment Committee (LUEC) directed staff to bring a resolution and agreement to Council for consideration in 2020 to partner with Lacey and Tumwater to develop a set of pre-approved ADU plans. The pre-approved plans now need to be updated to be consistent with the latest construction code updates. Updated plans will also include a 1,000 square-foot ADU design option in response to House Bill 1337 passed by the State Legislature that requires local governments to permit ADUs up to 1,000 square feet. Yelm has asked to be included in the new Interlocal Agreement.
Under the attached Interlocal Agreement, Lacey would administer its contract with The Artisans Group to update four ADU plans and develop a fifth plan for a 1,000 square-foot ADU option that could be reviewed and pre-approved by the building divisions of all four cities (Lacey, Oympia, Tumwater, Yelm). At the end of the process outlined in the agreement, each city would have five different detached ADU plan sets ranging in size from 480 square feet to 1,000 square feet available at their customer service counters for interested community members in their jurisdictions.
Climate Analysis:
ADUs provide housing that can be accommodated within existing city limits, reducing potential urban sprawl, providing needed infill density to support greater use of transit, and reducing greenhouse gas emissions.
Equity Analysis:
ADUs are an additional option for needed housing that are typically more affordable than single-family homes.
Neighborhood/Community Interests (if known):
There is significant neighborhood and community interest in the construction of ADUs. Concerns have been expressed about potential impacts to existing neighborhoods of additional housing units and parking.
Financial Impact:
The cost for updated ADU plans is $6,048.00 not including taxes. The expected cost to add a 1,000 square-foot ADU option is $24,954.00 not including taxes. Under the agreement, costs are to be split between the jurisdictions based on total population. Olympia would contribute $13,083.54.The City of Olympia contribution can be accommodated within the professional services budget allocation to the Community Planning and Development Department.
Options:
1. Approve Resolution authorizing an Interlocal Agreement with the Cities of Lacey, Tumwater and Yelm.
2. Approve Resolution with specific modifications to resolution and/or agreement. [Note: any modifications to the agreement would need to be approved by the City Councils of Lacey, Tumwater and Yelm.
3. Do not approve Resolution.
