Background and Analysis:
In June 2020, the City of Olympia (City) entered into an Interlocal Agreement with LOTT Clean Water Alliance that enables each agency to request and pay for utility maintenance work and repairs from each other. The goal of the Interlocal Agreement is to facilitate the efficient sharing of operations and maintenance resources and expertise between the two agencies. Items that could be shared include services, equipment, staffing and materials. The Interlocal Agreement covered a five-year period: June 23, 2020 - June 23, 2025.
Examples of typical work that can be performed under the Interlocal Agreement include, but are not limited to:
• Exercising valves
• Pipe televising
• Pipe repair or replacement
• Pavement restoration (after the completion of utility work)
• Utility locates
Any services or resources utilized under the Interlocal Agreement are charged to the respective agency on a reimbursable basis per project. The maximum amount payable for work performed under the Interlocal Agreement is $100,000 per calendar year.
To be consistent with mutual aid agreements LOTT has with other LOTT agencies (i.e. City of Lacey), LOTT representatives recommended amending the June 2020 Interlocal Agreement rather than entering into a new agreement. This Amendment No. 1:
• Adds contractor work to the list of work covered by the Interlocal Agreement
• Allows the Interlocal Agreement to remain in effect without the need for renewal
• Clarifies that the maximum amount payable under the agreement is up to $100,000 per party
Climate Analysis:
Work conducted under the Interlocal Agreement is not expected to have a significant impact on greenhouse gas emissions. City operations crews take measures such as limiting idling time when conducting their work. Mutual aid arrangements reduce the need for redundant equipment and operations and likely also reduce overall greenhouse gas impacts from managing the community wastewater and treatment.
Equity Analysis:
The Interlocal Agreement enables the LOTT Clean Water Alliance and the City to facilitate the efficient sharing of operations and maintenance resources thereby benefiting all wastewater rate payers and users.
Neighborhood/Community Interests (if known):
There are no known community concerns regarding this Interlocal Agreement. Since the agreement requires the reimbursement of work requested through the agreement, community concerns should be minimal.
Financial Impact:
When requiring assistance under the Interlocal Agreement, reimbursement to LOTT Clean Water Alliance would come from the applicable requesting party operating budget. Work done by the City would be reimbursed by the LOTT Clean Water Alliance.
Options:
1. Move to approve a Resolution authorizing an Interlocal Agreement Amendment with the LOTT Clean Water Alliance for maintenance and repair mutual aid services. This will allow LOTT Clean Water Alliance and the City to request services, equipment, staffing or materials from each other if required, and receive reimbursement for such work.
2. Do not approve a Resolution authorizing an Interlocal Agreement Amendment with the LOTT Clean Water Alliance for maintenance and repair mutual aid services. The LOTT Clean Water Alliance and the City will no longer have a process in place to request services, equipment, staffing or materials from each other. This could negatively impact the City’s relationship with LOTT Clean Water Alliance and impact LOTT Clean Water Alliance and City infrastructure.
3. Take other action.
