Background and Analysis:

The Olympia Police Department has experienced significant growth in staffing. The passage of the public safety levy, the development and expansion of the Crisis Response Unit (CRU), implementation of the Familiar Faces program, introduction of body-worn cameras, and the addition of a police lieutenant have collectively added 27 full-time employees to the department, each requiring dedicated workspace.

 

Currently, the Department’s Outreach Services Division consists of 16 full-time staff members, including 12 CRU staff, 2 Familiar Faces Outreach Specialists, 1 Contracted Designated Crisis Responder, and the Outreach Services Manager. This team plays a vital role in coordinating responses to community members experiencing crisis.

The Outreach Services Division is currently housed in Suite 101, a space that lacks sufficient room to accommodate both current operations and projected growth. The need for a secure, private, and appropriately equipped workspace is becoming increasingly urgent.

 

Suite 202 at 1415 Harrison Avenue NW offers a viable solution. It would provide adequate office space for the Outreach Services Division and support staff, and areas for supply storage, meetings, and ongoing training. Establishing this location would support continued effectiveness in service delivery and better meet the needs of both the community and department personnel.

 

Suite 201 at 1415 Harrison Ave. will continue to be used by the Neighborhood Policing Unit.

Equity Analysis:

This lease agreement continues to support OPD’s ability to provide a holistic approach to public safety, emphasizing effective crisis management and community support. By providing this support, individuals - especially those who are most vulnerable - receive appropriate assistance during difficult times, which inherently supports the Equity Framework's intent.

 

Neighborhood/Community Interests (if known):

The Crisis Response Unit is a “community responder” program. Team members bring education and experience in behavioral health, substance use support, and engagement with underserved or vulnerable populations.

 

The Neighborhood Policing Unit engages with community groups to creatively address neighborhood concerns. The team works diligently to build relationships, be visible and accessible, participate in neighborhood activities and events, and proactively address criminal activity.

 

By utilizing Suites 201 and 202 at 1415 Harrison Avenue NW, in Olympia, Washington, OPD will continue to have a presence on Olympia’s westside and will be able to expand critical crisis response services.

 

Options:

1.                     Move to approve a Resolution authorizing an amended lease agreement with MPH Holdings, LLC, to continue a lease for Community Law Enforcement Outreach Services.

2.                     Do not approve the resolution and request language modifications to the agreement. This will require additional staff time to reconstruct and/or renegotiate the terms of the agreement while delaying a legal agreement for the Crisis Response Unit and Familiar Faces to occupy the space at 1415 Harrison Avenue NW, in Olympia, Washington.

3.                     Do not approve the resolution and provide staff with alternate directions. This will require additional staff time to reconstruct and/or renegotiate the terms of the agreement while delaying a legal agreement for Outreach Services to occupy the space at 1415 Harrison Avenue NW, in Olympia, Washington.

 

Financial Impact:

The Department is currently leasing two suites at a monthly rate of $6,553.09. The lease of a larger suite for our Outreach Services Team will increase the rent by $562.87 a month for a total monthly expense of $7,115.96. This increase will not take effect until year two of the contract. The sum shall be subject to adjustment on an annual basis as provided in Section 4 of the lease.

 

The Department has funds available in its existing budget to cover this expense. As a result, budget enhancements will not be required at this time.
