Whether to receive an update on the Parks Capital Asset Management Program since the last presentation to the Finance Committee on July 8, 2015.

Background and Analysis:

The Olympia Parks, Arts and Recreation Department (OPARD) has developed a management approach to park maintenance called the Capital Asset Management Program (CAMP).  This data-driven process has two tracks, Condition Assessment and Workforce Management.  Staff will share the progress made in each track as outlined below:

 

1.                     Condition Assessment - Staff will review the approach to park condition rating, how the rating results in park improvement projects that are then funded in the City’s Capital Facilities Plan (CFP).

 

2.                     Workforce Management - Staff will explain how the park maintenance management plans and maintenance service levels drive work force assignment and resources funded through the City’s Operating Budget.

 

Neighborhood/Community Interests (if known):

In the survey conducted for the Parks, Arts and Recreation Plan in 2015 and during the 2016 campaign for the Olympia Metropolitan Park District, the community clearly emphasized that the City needs to “take care of what we have.” The effort to improve the City’s park maintenance management over the last year, demonstrates OPARD’s commitment to efficiently and effectively maintain the public’s investment.

Financial Impact:

Over the last year, the community and City Council have supported major increases in funding for parks and park maintenance. Through voter approval of the Olympia Metropolitan Park District (OMPD) and its companion enabling ordinance, beginning in 2017, there will be fiscal resources to shift funding of current park maintenance and planning staff from voted utility tax to OMPD. Through the OMPD, there are resources to add park maintenance and administrative positions to support the expansion of Olympia’s park system. This funding will give the park maintenance program a foundation to perform maintenance services in those special places in Olympia we value.
