Background and Analysis:

Olympia includes the Downtown Bike Corridor project in its Transportation Master Plan. Bike Corridors use lower traffic streets and have enhanced crossings at higher traffic streets. The goal is to provide a lower-stress bike network that appeals to a wide range of bicyclists. This project would connect an existing Bike Corridor at Sylvester Park with the Karen Fraser Woodland Trail. Work would occur on Washington Street, 10th Avenue, Cherry Street, Union Avenue, 11th Avenue, Chestnut Street, and Eastside Street. 

 

Climate Analysis:

This project will support use of active forms of travel by encouraging walking and biking which can reduce greenhouse gas emissions.

 

Equity Analysis:

This project will provide improved access to the City’s lower-stress bike network and trail system for everyone using them. Except for temporary construction impacts there does not appear to be any indication that this project will create a burden on anyone in the community. We are unable to gather reliable data about demographics to conduct analysis during project development. While the project appears to be located in an area that contains lower property values and rental properties, there is no data to indicate how this project will address disparities in our community. 

 

Neighborhood/Community Interests (if known):

Public Safety - The project will construct a Bike Corridor with route identification signs, wayfinding signs, and pavement markings, to help guide people bicycling between downtown Olympia and the Karen Fraser Woodland Trail entrance on Eastside Street. People bicycling and walking will have a crossing warning beacon system to help them cross Union Avenue at Cherry Street, and new curb access ramps at some locations along the route.

 

Construction Impacts - During construction, users of the Karen Fraser Woodland Trail and I-5 Trail accesses at Eastside Street, and roadway users in the southeast downtown area and Eastside Street will experience delays and some inconvenience due to construction activities.

 

Financial Impact:

This project is identified in the Capital Facilities Plan and funded as follows:

                     Real Estate Excise Tax (REET):                      $800,000

                     TIB Complete Streets Grants:                      $300,000

 

The low bid of $499,881.00 is approximately 7% above the Engineer’s estimate, mainly due to increased prices of traffic-control related items and the small quantity of asphalt required for the project. There are sufficient funds in the budget to complete this project.

Options:

1.                     Award the construction contract to Rognlin's Inc., in the amount of $499,881.00, and authorize the City Manager to execute the contract. The project proceeds as planned.

2.                     Reject all bids and direct staff to rebid the project. The time needed to rebid will delay construction. The cost to construct the project may increase and grant funding from the Transportation Investment Board must be spent by March 25, 2025.

3.                     Take other action.
