Background and Analysis:
In 2006, the City completed the Boulevard Road Corridor Study. The study recommended constructing roundabouts at three intersections to reduce congestion and improve safety for people walking, biking, taking transit, and driving.
The City built the first roundabout at Log Cabin Road in 2010. We completed the second at 22nd Avenue in 2014. This project will construct the third at Morse-Merryman Road.
In addition to the roundabout, the project will include:
• A sidewalk on both sides of the roadway;
• Bike lanes on both sides of the street;
• Ornamental streetlights;
• New water mains;
• Stormwater system improvements, including a new storm pond; and
• Undergrounding all existing power pole-mounted private utilities.

Completing this project will significantly improve safety and mobility along the corridor.
Construction activities will have a significant impact on a very busy intersection. The contractor and City staff will provide alternative route information throughout construction.
If Council awards the contract, the project will start in September of this year. This ensures that we will start construction in time to meet grant requirements. Construction activities this year will be limited to site preparation and initial grading. We will wait until spring of 2018 to begin work that requires digging in the existing roadway. Construction will extend through the summer of 2018.
Options:
1. Approve award the construction contract to Active Construction, Inc. in the amount of $3,330,041.90 and authorize the City Manager to execute the contract.
The project proceeds as planned.
2. Do not approve awarding the construction contract, reject all bids, and direct staff to rebid the project.
Delaying the project will impact grant funding from the Federal Highway Administration and the State Transportation Improvement Board. A delay could also create higher costs and will require additional staff time.
Financial Impact:
This project is identified in the Capital Facilities Plan. The roundabout is funded by a Transportation Improvement Board grant, a Federal Highway Administration grant, SEPA Mitigation Fees, and Transportation Impact Fees.
Water main improvements are funded by utility rates.
The low bid of $3,330,041.90 is 5% below the Engineer’s estimate. There are sufficient funds in the budget to complete this project.
