Issue:

To assess whether the City complied with the funding requirements contained in the OMPD Interlocal Agreement.

Background and Analysis:

At the OMPD Advisory Committee meeting on May 1, 2024, the Committee developed a draft letter on the Annual Compliance Report to Olympia Metropolitan Park District (OMPD) Board and City Council regarding compliance of 2023 funding levels (attached).  The draft letter and Annual Compliance Report were placed on the City’s website for public review from June 13, 2024 to July 12, 2024.   One public comment was received (attached). 

 

Climate Analysis:

Proposed action will not contribute or reduce to greenhouse gas emissions. However, MPD funding is utilized to fund projects and programs that benefit carbon sequestration and reducing greenhouse gas emissions. Examples include full funding for the Park Stewardship program which manages and enhances natural areas.

 

Equity Analysis:

No disparities to marginalized communities were found by moving forward with drafting a letter regarding compliance of 2022 funding levels. The MPD funding provides benefits to the community that would not have been realized without the funding. The City is committed to Equity, Inclusion and Belonging and the Parks Department has adopted a system to prioritize park development in areas with underserved populations.

 

Neighborhood/Community Interests (if known):

The YES Olympia Parks coalition was heavily involved in the formation of the Olympia Metropolitan Park District and some of their members continue to take a strong interest in the activities of the OMPD Advisory Committee and Board.

 

Options:

1.                     Move to authorize the Chair to finalize the letter as written to the OMPD Board and City Council regarding the 2023 Annual Compliance Report.

 

2.                     Move to authorize the Chair to finalize the letter with ______ modifications to the OMPD Board and City Council regarding the 2023 Annual Compliance Report.

 

3.                     Do not finalize the letter regarding the Annual Report to the OMPD Board and City Council regarding the 2023 Annual Compliance Report.
