Final Vote on Recommendations for the Comprehensive Plan Update

Issue:
Tonight is the Commission's last night of Final Deliberations on the Comprehensive Plan Update. They will make a final motion on their recommendations to City Council. This includes final votes on "concepts" such as correcting spelling, adding an index, or changing the graphic images.
 
The expectation for the final vote is that Commissioners agree that each of the preliminary recommendations are the ones that passed by majority vote, whether they voted in favor of a specific motion or not.

Background and Analysis:
The City has been in the process of updating its Comprehensive Plan since 2009, including an extensive public involvement program called Imagine Olympia. The Planning Commission held public hearings on the draft update on July 23 and 25, 2012; and public hearings with initial deliberations on September 17; October 1, 8, 15 and 29, 2012. The Commission voted on preliminary recommendations between December of 2012 and March 2013.

Options:
Remaining Proposals: The Commission may decide to address all or some of the remaining sponsor proposals.
 
Reconsiderations: The Commission may decide to reconsider previous votes. According to the Process for Final Deliberations adopted by the Commission, reconsiderations require a 2/3 majority of the members present.
 
Staff Edits: The Commission may decide to request staff "clean-up" some non-substantive text within the draft before forwarding it to the City Council. This may include requests for staff to:
·      Re-draft goal or policy language for consistency with the format of the draft plan. E.g., so that:
o      Goals describe the desired state of affairs for what the community is striving to achieve.
o      Policies are verbs, broad actions the City organization will take to help the community achieve its goals. "The City organization" is the implied actor in these statements.
·      Correct spelling mistakes and apply capital letters were appropriate (e.g., City of Olympia.)
·      (Re)number the goal and policy statements to incorporate new goals and policies.
·      Make minor changes to the background text, such as spelling, grammar or active voice.
·      Other concepts determined by the Commission that are feasible for staff to complete before releasing the OPC draft in May.
