Meeting with Advisory Committee Chairs
Issue:
Committee Rules of Procedure, Master Ordinance, and Roles/Expectations were last reviewed five years ago. In addition, one of Council’s priorities this year is an improved relationship between Council and committees.
Committee Recommendation:
At its last meeting, General Government Committee identified several issues to discuss with committee chairs.
City Manager’s Recommendation:
Meet with advisory committee chairs, as planned.

Background and Analysis:
On April 17, General Government Committee identified the following list of ordinance, rules, roles, and/or relationship issues to discuss:
Relationships:
• Ideas for building better relationships between Council, Committee, and Staff.
• Whether committee/commission chairs should meet on a regular basis to discuss issues of interest, and how such meetings would be called.
• Should the City should provide some training for Committee Chairs on how to run meetings.
• Should there be annual orientation for all committee members; new member only; and what it should include.
Ordinance:
• Should term limits be required by ordinance.
• Should the number of committee members be reduced from 11 to 9, in addition to the pending recommendation regarding the Planning Commission.
• Should any committees should be ended, and/or new ones added.
• Should youth members should be included on committees by ordinance. If so, how to recruit, and length of term.
Rules of Procedure:
• Whether committee/commission officers should be elected in April to coincide with the Work Plan year and appointment of new members.
• Clarification about member expectations when in attendance at a meeting, e.g. inappropriate for a member to leave for the purpose of creating a non-quorum so business cannot take place.
• Should some of the committee/commission meetings should be televised, particularly some Planning Commission meetings.
