Background and Analysis:

After several years of extensive community engagement, in 2014, City Council adopted an updated Comprehensive Plan - the goal and policy document that guides how we will grow and develop over the next 20 years. During that engagement, community members expressed a desire to know how we would implement our vision, and to be able to see the progress we were making as a community.  

 

This led to the City’s first Action Plan in 2016. The Plan was developed by a cross-departmental team. It included goals, strategies, initial actions, and community indicators to help us track our progress.  While not perfect (for example, some of the community indicators do not have data), it was a significant shift towards working more intentionally across departments towards a shared community vision and using data to inform our decisions.    

 

In 2017, the interdepartmental team published the first edition of Onward Olympia, a popular and important annual report that highlights compelling stories about progress being made toward achieving our community’s vision.

 

In 2018, the Office of Performance and Innovation (OPI) was established in Administrative Services.  OPI formally taking over leadership for the Action Plan moved this body of work out of Community Planning and Development and elevated it as a citywide initiative and priority.  In 2018, the City also introduced and launched the Priorities, Performance, and Investment (PPI) Cycle. For the first time, the budget cycle was combined with a community engagement effort to hear from citizens about their priorities and where the city should invest financial resources to advance the vision.

 

In 2019, the interdepartmental team pivoted from developing the plan to focusing on better coordination, implementation, and performance management of the Action Plan’s focus areas. The team has been renamed the Onward Olympia Team.

 

The purpose of this agenda item is to discuss how this new team proposes to further develop and implement the PPI Cycle to make more significant and meaningful progress towards our vision.

 

Included in this discussion will be:

                     Refreshing the role and responsibilities for the Onward Olympia team;

                     Redefining the existing Community, Safety & Health focus area;

                     Creating Results Teams to advance the Action Plan focus areas; and

                     Assigning Focus Areas to Council Committees

 

Neighborhood/Community Interests (if known):

While the Onward Olympia framework is not currently widely known among community members today, the intent is that as it is fully developed and implemented it will foster greater interest and community engagement in performance metrics as we are better able to track and share progress towards achieving the community’s vision.

Financial Impact:

This process is being led by City staff in the Office of Performance and Innovation; with contributions of staff time and expertise from all City departments.  No additional funding is being allocated to this work effort.
