Background and Analysis:

In November of 2024 the PBIA voted to reevaluate the program as it had not been reevaluated since 2010. During the November 2024 meeting they decided to move forward with a zero-fee collection. They wanted to see if there was a more effective model that could better support downtown needs. This year PBIA is looking to continue to halt the collection of fees as they hire a consultant to evaluate the program.

This would interest downtown Olympia businesses as it would be determining the fee collection rate for the upcoming 2026 year.

 

Options:

1.                     Move forward with a $0 rate for the 2026 year

2.                     Move to collect fees for the year 2026.

Financial Impact:

This would be an additional year of zero-fee collection. As a minimal amount of money has been spent this year by PBIA, there is an opportunity to utilize existing fund balance to cover expenses for the 2026 year.
