Whether to eliminate the “Police Department, City Hall” change fund and correct the title of the change fund authorized to the “Police Department, Jail” to be “Police Department, City Hall”.

Background and Analysis:
Currently the Police Department has authorization for two change funds. Change funds are used by departments as cash drawers for receipting. The $125 “Police Department, City Hall” change fund is currently authorized and was being used by the Jail. The Jail no longer processes certain permits for which the change fund was authorized. This change fund is no longer needed.
The $300 “Police Department, Jail” change fund should be authorized for use by the Police Department at City Hall where the change fund is used. The Police Department at City Hall processes various public safety-related receipting, such as assorted permits and background checks.
The State Auditor recommends that the Council authorizes each petty cash and change fund and any changes thereto.

Options:
1. Approve the resolution which will eliminate the $125 “Police Department, City Hall” change fund and authorize the $300 “Police Department, Jail” change fund to be titled “Police Department, City Hall.”
2. Do not approve the resolution. No changes in change fund balances and titles will be made.
Financial Impact:
Minimal, the Police Department and Jail would have authorization for change funds that are not meeting their customer service needs.
