Background and Analysis:
Last year, staff briefed the UAC about the one-side road collection pilot for loop roads on Olympia's Westside. Staff shared their learning and that the next step was to pilot an area with a grid pattern road network to see what new challenges/opportunities might emerge. UAC was supportive of these efforts.
In response to the Carlyon/North Neighborhood Association request to help reduce truck traffic on their streets, the pilot was expanded to include their area in July 2012. This effort has proven successful at reducing collection time, neighborhood truck traffic and gaining a better understanding about potential impacts to the customer.
Based on learning from the pilot areas, staff has been able to develop general criteria for how to select additional neighborhoods for one-side road collection. Staff will share the criterion along with examples of additional areas where one-side road collection could be implemented.
Neighborhood/Community Interests (if known): Three of the pilot neighborhoods initially requested for the utility to explore one-side road collection. There have been requests from residents in other neighborhoods to have one-side collection in their area.
