Recommended Action
Staff recommend an additional special session on October 6, 2025, amongst Board members, to go over and select candidate to use through the RFP process. The candidate will be decided no later than October 6, 2025. Move to set a special session PBIA Advisory Board meeting on October 6, 2025.

Background and Analysis:
The PBIA Advisory Board, was formed to guide PBIA fund use and connect downtown businesses with the City. The PBIA Advisory Board voted to pause fee collection due to concerns over equity and administrative complexity. The board is in the process of hiring a consultant to evaluate the PBIA. To keep the RFP process on track, staff recommend scheduling a special meeting for the advisory board to interview potential candidates and allow ample time for any further deliberation. With the end of the year approaching, it is recommended that the PBIA Advisory board select a consultant by early October. Meeting will be advertised by City staff fifteen days prior to the required hearing with City Council. If the PBIA board feels they have adequate information and deliberation time to select a consultant during the October 1st meeting, the special meeting session can be cancelled.


Climate Analysis:
The need for a PBIA RFP consultant does not directly impact climate goals but could influence future decisions affecting sustainability downtown.


Equity Analysis:
Ensuring that PBIA Board members are actively involved in the selection process of the consultant ensures a broader and more equitable representation of downtown stakeholders. Choosing to make a selection without Board members could create disparities within the community.
