Background and Analysis:
Voters within the Timberland Regional Library District (Library District) will be presented with a proposition authorizing a regular property tax levy lid lift to support library services, operations and maintenance on the November 3, 2026, general election.
The Library District’s primary funding source is the regular property tax levy. The District has not had a full levy rate in 25 years, and revenue growth has not kept up with rising costs. Washington State law limits annual growth in regular property tax revenues to one percent unless voters approve additional taxing authority. If the measure is approved, the library levy rate would be set from $0.22 to $0.35 per $1,000 of assessed property value.
Pursuant to RCW 42.17A.555(1), any action taken by the Council to express its collective decision to support or oppose a ballot proposition must be done at an open public meeting with an opportunity for anyone to comment prior to Council action in support or opposition to the ballot measure.
