Discussion on Commission openings in 2020 and recruitment needs for new commission members.

Background and Analysis:
The seats of those Commissioners with expiring terms who choose not to return for another term will be open to recruitment, which can begin as soon as members with expiring terms have made their decisions. Applications for 2020 openings are due in mid-December.
