Resolution Approving Six-Year Transportation Improvement Plan

Issue:
The City is required by State law to prepare a six-year Transportation Improvement Program (TIP) and submit it to the Washington State Department of Transportation (WSDOT). A Public Hearing was held on June 12, 2012. The Council received public comment to incorporate the West Bay Trail Project. The TIP has been revised to incorporate this project. A resolution adopting the 2013-2018 TIP is needed.

City Manager's Recommendation:
Move to approve the revised 2013-2018 Six-year Transportation Improvement Program (TIP) and adopt the resolution.

Background and Analysis:
Following public testimony during the June 12, 2012 TIP Public Hearing, City Council directed the staff to incorporate the West Bay Trail into the TIP. Council requested that a revised TIP be brought back to the July 10, 2012 City Council meeting for action. In response, staff added the following project to the TIP: "West Bay Habitat Assessment and Trail Scoping," with a total project cost of $100,000. The project will extend from Olympia's northern City limit line southward to the 4th Avenue Bridge.

City Council also directed staff to incorporate a project to install temporary water and electrical services to the moorage floats at Percival Landing into the TIP. This project is anticipated to cost $121,000. Percival Landing has three moorage floats, designated "D", "E", and "F". Temporary utilities will be installed at E float only, due to the deteriorated condition of F float, and the limited moorage space currently available at D float. These utilities will be installed on floats that are deteriorated and are scheduled to be replaced, as part of the Percival Landing Section A Phase 2 TIP project.
