Background and Analysis:
Thurston County has proposed a study of the application of Community Corrections models to judicial/incarceration services in Thurston County. Both Olympia and Thurston County now offer Options programs. Other cities such as Hillsboro, Oregon have created model programs to provide options to jail. The City of Olympia is being asked to contribute $6,000 toward the $15,000 study. Community Corrections' goal is to reduce the number of jail stays by triaging arrestees to look for alternatives to incarceration, thus reducing jail costs. A comprehensive program should help the County and the cities use community corrections programs.

Financial Impact:
The City budgeted up to $10,000 for its share of the Study as part of the 2015 budget. This contract will pledge up to $6,000 of these funds.
