Background and Analysis:
Each year the City Council identifies 2-3 top priorities to present to the local legislative delegation and a list of other items which the City intends to monitor throughout the session.

For 2013, staff recommends focusing on two top priorities, both of which are State funding requests:
· Acquisition and demolition of the "Tri-Way" parcels on the "Isthmus"
· The Washington Center Exterior Siding Repairs and Renovation.

Public ownership of properties on the Isthmus is supported by numerous current and former State officials, including current and former Governors. The Washington Center for the Performing Arts, which is owned by the City and managed by a non-profit Board, is the only 1,000+ seat entertainment and meeting venue of its type in the Capital City.

Also attached is a list of proposed other issues of interest to monitor during the legislative session. Many of these issues are also on the AWC Legisltive Priorities list and/or the regional list prepared by Thurston Regional Planning Council.

With Council approval of the top two priorities, staff will prepare one page information sheets on each to share with legislators, the Governor's office, and appropriate State agencies.

Community members have testified at past Council meetings about the importance of acquiring the Tri-Way parcels on the Isthmus for public ownership and the significance of and need for the Washington Center project.
