Background and Analysis:
The Scattered Site pilot program began in early 2021 in collaboration with Thurston County. The contract with the County is set to end in June 2022 and offers financial support for the specific locations throughout Olympia being managed by the program.

The budget offered an 'initial clean-up' line item that was only partially spent along with 'urgent need' funds that were not accessed as the original contract had anticipated. Those funds are now being directed to the 'on-going site management' to allow current site management to continue with the remaining funds on the contract.

With the amendment, the program will be financially stable until the planned contract end date but will need to be renewed if the program plans to continue.

Site management including hygiene facilities and trash pickup are needed health and safety services that require on-going maintenance at the Scattered Site encampments.
